Short description:

This guide is to address the needs of the different stakeholders, i.e. higher-level policy-makers and public
officials at European, national and regional levels as well as network coordinators and participants, and it is
to contain advice and recommendations on how to use impact assessment results at both the strategic and
operational levels. The guide takes into account the accumulated experience thus far and allows for some
policy learning and relevant feedback in the rest of the project’s course. It will be validated by the ERA
community during a special workshop in the Annual Joint Programming conference to be held in Brussels in
November 2016.
The sections that follow contain the basic guidelines on the different stages of carrying out an evaluation
exercise of a P2P, i.e. Defining the rational and Objectives Hierarchy; Setting the Evaluation questions and
issues; Crystallising the intervention logic and drafting the logic frame; and Clarifying outputs, outcomes
and impacts and defining impact indicators (incl. data collection methods).
