Bioenergy and Non-Fossil Materials as a Dimension of National Security in Times of Crisis

In the current geopolitical context marked by increasing instability, energy security concerns, and growing defence expenditures, the need for resilient and sustainable energy solutions has become more urgent than ever. Bioenergy and non-fossil materials represent an important opportunity to strengthen energy independence, reduce reliance on fossil fuels, and increase the resilience of European economies.

As the European Union faces increasing pressure from rising defence spending and upcoming decisions related to the future EU budget, it is essential to ensure that research and innovation in bioenergy and bio-based solutions remain a strategic priority. Bioenergy can contribute not only to climate neutrality goals, but also to broader objectives related to energy security, strategic autonomy, and regional resilience.

This Science-Policy Dialogue, organised under the BIOEAST Initiative and the BOOST4BIOEAST project, will bring together policymakers, researchers, and stakeholders from across the BIOEAST region to discuss how bioenergy and non-fossil material strategies can contribute to national and regional security while supporting long-term sustainable development.

The event will include short keynote interventions followed by an interactive discussion, supported by participatory tools such as Mentimeter to gather insights and perspectives from participants.

Objectives

  1. Integrate the Security Dimension
    Explore the role of bioenergy and non-fossil materials in strengthening energy independence and resilience in times of geopolitical and economic uncertainty.
  2. Reflect on Recent Policy Developments
    Discuss how increasing defence spending and evolving EU budget priorities may influence funding opportunities for research, innovation, and bioeconomy initiatives.
  3. Support Policy and Investment Choices
    Provide input to policymakers and funding bodies on prioritising resilient and future-oriented energy solutions.

    Facilitate dialogue between researchers and decision-makers on the strategic role of bioenergy within national and regional security frameworks.

This Science-Policy Dialogue seeks to position bioenergy not only as a climate solution, but also as a strategic pillar of national resilience and energy security. In light of evolving EU financial priorities, the event will explore how bioenergy-related research and innovation can be safeguarded and aligned with broader national and European policy goals. The outcomes will contribute to better integration of security, sustainability, and innovation agendas across the BIOEAST region.
